Investment is considered as positive opportunity to take advantage of the professional and scientific capabilities of foreign investment companies, but it is noted that the Iraqi government is contracting unreliable foreign companies to invest in many fields in Iraq from countries that have recorded severe violations and lack of respect for human rights standards.
Therefore, the NIHR, being concerned with the defense of human rights, fears that official regulations and instructions will not be implemented, including Regulation No. 2 of 2009 regarding obligating foreign investment companies to employ local labor by at least 50% of their workers, and expresses its concern about the lack of observance of the human rights of workers local employees.
